Excess Flow Valves
New federal guidelines require all utility companies to inform their customers of the option of having installed an excess flow valve (EFV) where one does not currently exist. This device automatically reduces or interrupts the flow of natural gas in the unlikely event that the service line is broken, typically due to unauthorized excavation or other activities on the premises.
The EFV is installed on the service line that runs underground between the gas main in the street and the gas meter on a home or building. The newly enacted guideline specifies that the optional EFV installation is paid for by the customer or property owner.

What is an excess flow valve?
An excess flow valve, or EFV, is a device designed to shut off or substantially reduce gas flow when it exceeds the normal flow associated with your gas appliance usage. This will occur if the service line becomes damaged, causing a sudden and significant leak or pressure drop. The device can be installed by Central Hudson on natural gas service lines that operate at a gas pressure of 10 PSIG or more.
I live in an apartment complex. Can excess flow valves be installed at multi-family dwellings?
Yes, excess flow valves are also designed for multifamily residences provided the natural gas service does not exceed the flow rating of available excess flow valves.
Who will install the excess flow valve?
Central Hudson or one of its contractors will install the excess flow valves.
Why do I have to pay for the excess flow valve?
Until recent years, excess flow valves were not commonly installed. Where excess flow valves were not previously installed, it is the customer’s option to have the device installed at his or her expense.
Will an excess flow valve stop or reduce the flow of natural gas inside my home?
No. Excess flow valves do not protect against leaks beyond the meter assembly/house piping. If you smell natural gas inside your home, leave immediately and call Central Hudson at 800-942-8274 and/or 911 from a safe and remote location.
Will events like severe weather impact the excess flow valve?
No. Excess flow valves are designed to operate only if there is damage to a natural gas service line that results in a significant leak or drop in pressure.
Where will you install the excess flow valve?
Central Hudson will install the excess flow valve on the customers’ service line as close as possible to the main natural gas line. This work will require gas to your appliances to be turned off while the excess flow valve is installed. Work may be performed both inside and outside of the home or business. After the device is installed, all appliances will be turned back on.
How do I know if an excess flow valve can be installed at my house or place of business?
Central Hudson must first make an evaluation to determine whether or not an excess flow valve can be installed at your premise. Each situation will be evaluated upon request.
How long will the valve last? If the excess flow valve has to be replaced or repaired, who is responsible for that cost?
Excess flow valves are designed to last the lifetime of our natural gas distribution system. Central Hudson will maintain the excess flow valve after installation just as we maintain our entire natural gas distribution system at no additional cost to the customer.
How do I know if I currently have an excess flow valve at my residence?
Central Hudson’s records will indicate whether an EFV is installed at your premises, however, we may also make a field evaluation to determine whether or not one is present.
Will an excess flow valve protect against all types of leaks?
No. An excess flow valve is designed to prevent continuous gas flow on a service line after it has sustained damage which results in a leak sufficient to cause the valve to activate and stop flow. Small leaks may not be detected by the valve. Any time you smell natural gas, leave immediately, and call Central Hudson at 800-942-8274 and/or 911 from a safe and remote location.
Can I take the excess flow valve with me if I move?
No. Once installed, the excess flow valve becomes part of Central Hudson’s natural gas distribution system.
Can I put an excess flow valve inside my house for my natural gas stove or other natural gas appliances?
Commercially available excess flow valves are available for individual appliances. Contact your heating contractor for more information and assistance.
Will the installation of an excess flow valve increase my gas consumption and my bill amount?
No, installing an excess flow valve will neither increase nor decrease natural gas consumption at your home or business.
I have a natural gas pool heater/natural gas generator. Can I still have an excess flow valve installed at my home?
In general, a natural gas pool heater or generator will not prevent the installation of an excess flow valve. However, Central Hudson must first determine whether or not an excess flow valve can be installed at your home based upon your maximum hourly gas usage.

How long do I have to decide whether or not I want to have an excess flow valve installed at my residence?
You may request to have an excess flow valve installed at your expense at any time. Central Hudson will then establish a mutually agreed date to complete this request.
How long will it take to have my excess flow valve installed once my payment is received?
The work will be scheduled once payment is received. Installation times will vary depending on the number of requests and operating conditions.
How much will it cost me to have an excess flow valve installed at my home or business?
The installation cost will vary, depending on each circumstance; however, we anticipate the average cost to be $3,300.
Who will give me an estimate of the costs involved?
Once a request for an excess flow valve installation is received, a Central Hudson representative will contact you to determine whether or not an excess flow valve can be installed and provide you with a cost estimate.
Can I make installment payments or will there be a senior citizen discount?
The full amount must be received by Central Hudson before an excess flow valve is installed. Senior citizen discount for excess flow valve installations are not available.
Will my property and landscaping be disturbed during installation?
Installation of an excess flow valve requires excavation to attach to the underground pipelines. Central Hudson will backfill, rake and seed the disturbed areas, however plantings, shrubs and trees in the work area may be removed if required to perform the work.
